La investigación tuvo como objetivo determinar la incidencia del proceso
presupuestario en la planificación de la gestión administrativa. La
metodología fue de tipo caso individualizado; diseño no experimental y de
tipo descriptivo. La población estuvo conformada por personal de la
institución como el director general, administradores, contadores, jefes de
las distintas áreas y trabajadores, su muestra correspondió a 51,
seleccionados por muestreo intencional de experto en gestión pública, a
quienes se aplicó encuesta. Los resultados muestran, 29.41% afirmó que
siempre la gestión en la ejecución del presupuesto contribuye al
cumplimiento de las metas y objetivos establecidos por la institución;
52.94% opinó que no se efectúa una adecuada ejecución del presupuesto
aun habiendo utilizado herramientas, técnicas procedimientos, no se ejerce
una buena gestión; 17.65% no opinó; 41.18% manifestó que es muy
importante realizar una planificación con respecto a la ejecución del
presupuesto; 19.61% manifestó que es importante pero no relevante en una
gestión; para otro grupo de encuestados manifestó que es poco importante
dando un porcentaje; 23.53% y el 15.69% manifestó que no tiene
importancia la aplicación de una planificación al respecto de la ejecución
del presupuesto.
The objective of the investigation was to determine the incidence of the budgeting process in the planning of administrative management. The methodology was individualized case type; non-experimental and descriptive design. The population was made up of institution personnel such as the general director, administrators, accountants, heads of the different areas and workers, their sample corresponded to 51, selected by intentional sampling of an expert in public management, to whom a survey was applied. The results show, 29.41% affirmed that the management in the execution of the budget always contributes to the fulfillment of the goals and objectives established by the institution; 52.94% believed that adequate budget execution is not carried out even after using tools, technical procedures, and good management is not exercised; 17.65% did not have an opinion; 41.18% stated that it is very important to plan with respect to the execution of the budget; 19.61% stated that it is important but not relevant in a management; for another group of respondents, he stated that it is not very important giving a percentage; 23.53% and 15.69% stated that the application of planning is not important regarding the execution of the budget.
