Abstract
La presente, corresponde a un Trabajo de Suficiencia Profesional Urbana enfocada en materia de una propuesta de Esquema de Ordenamiento Urbano del Centro Poblado de Tamshiyacu, capital del Distrito de Fernando Lores, ubicado aguas arriba de la ciudad de Iquitos, margen derecha del río Amazonas, Provincia de Maynas, Departamento de Loreto.
El estudio se ubica dentro del contexto de las actividades o procesos de Ordenamiento Territorial tanto a nivel distrital como local, concordante con la Agenda 21 y los Objetivos del Milenio. Tiene como antecedente más reciente el Plan de Ordenamiento Urbano Sostenible 2011-2021 de la ciudad de Iquitos, aprobado por la Municipalidad Provincial de Maynas.
Definimos el Esquema de Ordenamiento Urbano como un instrumento de planificación local desarrollada en un conjunto de planos, mapas, reglamentos y cualquier otro documento gráfico, los objetivos, las visiones y las estrategias y políticas de desarrollo, las areas de expansión urbana, usos de suelos, sistema vial e intervenciones urbanas.
El Esquema de Ordenamiento Urbano de Tamshiyacu, desarrollado en la presente tesis contiene 3 Tomos y 6 Capítulos; Tomo I: Marco de Referencia, Contexto Departamental y Micro departamental, Caracterización del Área de Tamshiyacu; Tomo II: Propuestas Específicas de Ordenamiento Urbano y la Planimetría; y el Tomo III: Reglamento de Zonificación de los Usos de Suelo para todas las actividades que se desarrollen en la localidad, con una visión de largo plazo que permitirá en forma progresiva el ordenamiento y la compatibilidad entre las zonas conformantes de su área urbana, la previsión y solución de conflictos asociados al uso del suelo, la protección del hábitat y la recuperación de áreas degradadas, las previsiones viales y la reserva de espacios para la prestación de servicios públicos, de tipo institucional o recreativo.
En la elaboración de la presente tesis se puso énfasis en la planificación urbana participativa, donde los diferentes actores locales intervinieron en cada una de las etapas de su elaboración. Por eso se ha coordinado con autoridades y funcionarios municipales, dirigentes políticos y se ha efectuado trabajos de campo aplicando encuestas, entrevistas a la población y talleres de dibujo a jóvenes estudiantes (ver anexos), habiéndose accedido a información de distintas entidades locales, provinciales, y regionales.
Se analizaron tres escenarios que direccionen proceso de Ordenamiento Urbano Sostenible de Tamshiyacu, siendo finalmente considerado la más adecuada que tendrán un impacto positivo en el desarrollo e implementación del plan de la localidad, junto con una tendencia de alto crecimiento poblacional, que revierta la tendencia actual. Y esto básicamente así por cuanto se espera que el crecimiento económico influya positivamente en el crecimiento de la localidad. El análisis prospectivo se realizó a partir del diagnóstico urbano y se definió los parámetros de planificación, teniéndose en cuenta las condiciones de riesgos y vulnerabilidad y el documento técnico normativo de aplicación del plan.
The present corresponds to an Urban Professional Sufficiency Work focused on a proposal of Urban Planning Scheme of the Tamshiyacu Village, capital of the District of Fernando Lores, located upstream of the city of Iquitos, on the right bank of the Amazon River, Province of Maynas, Department of Loreto. The study is located within the context of the activities or processes of Territorial Planning as much as at the district and local level, in line with the Agenda 21 and the Millennium Goals. The most recent antecedent is the Sustainable Urban Planning Plan 2011-2021 of the city of Iquitos, approved by the Provincial Municipality of Maynas. We define the Urban Planning Scheme as a local planning tool developed in a set of plans, maps, regulations and any other graphic document, objectives, visión, development strategies and policies, areas of urban expansion, land uses, road systems and urban interventions. The Tamshiyacu Urban Ordinance Scheme developed in this thesis contains 3 Volumes and 6 Chapters; Volume I: Framework of Reference, Departmental and Micro departmental Context, Characterization of the Tamshiyacu Area; Volume II: Specific Proposals for Urban Planning and Planimetry; And Volume III: Land Use Zoning Regulations for all activities that are carried out in the locality, with a long-term vision that will progressively allow the ordering and compatibility between the zones conforming their urban area, the Forecasting and resolution of conflicts associated with land use, protection of habitat and recovery of degraded areas, road forecasts and reserve of spaces for the provision of public services, institutional or recreational. At the process of this thesis, emphasis was placed on participatory urban planning, where the different local actors intervened in each of the stages of its elaboration. For that reason, it has been coordinated with authorities and municipal officials and political leaders, the fieldwork has been carried out with surveys, interviews with the population and drawing workshops for young students, having been accessed to information from different local, provincial and regional entities. Three scenarios were analyzed to guide the Sustainable Urban Management process of Tamshiyacu, and one has been being finally considered the most appropriate the wich one will have a positive impact on the development and implementation of the local plan, along with a trend of high population growth, which reverses the current trend . And this is basically so because economic growth is expected to influence positively in the growth of the locality. The prospective analysis was based on the urban diagnosis and the planning parameters were defined, taking into account the conditions of risk and vulnerability and the normative technical document of application of the plan.
