Abstract
La presente investigación tuvo como objetivo determinar el perfil del puesto conforme a la norma SERVIR de los gerentes y jefes de la Municipalidad Distrital de Belén el año 2023, así como indicar las características del puesto de gerentes y jefes de la Municipalidad y los conocimientos que deben tener.
La metodología fue descriptiva, de diseño transversal, no experimental; con una muestra representativa de 119 trabajadores de la municipalidad, entre personal nombrado, reincorporados y locación de servicios. Se concluye que, que existe falencias respecto a la concordancia entre el perfil de puesto de acuerdo a la norma SERVIR y el perfil de puesto que tiene la Municipalidad Distrital de Belén. La concordancia en línea general es BAJA. Las jefaturas
por lo general son los que tienen menor concordancia con la norma SERVIR, e incluso existen gerencias que las brechas de desigualdad son bastante amplias. Se identifica falta de claridad en las funciones, ausencia de requisitos de formación y experiencia, desactualización de perfiles, etc., que se evidencian como más relevantes en cuanto a no adecuación respecto a la norma estudiada.
The objective of this research was to determine the job profile according to the SERVIR standard for managers and chiefs of the Belen District Municipality in 2023, as well as to indicate the characteristics of the position of managers and chiefs of the Municipality and the knowledge they should have. The methodology was descriptive, of transversal design, non-experimental; with a representative sample of 119 workers of the municipality, including appointed personnel, reinstated personnel and service leases. It is concluded that there are shortcomings regarding the concordance between the job profile according to the SERVIR standard and the job profile of the District Municipality of Belen. In general, there is a LOW concordance. In general, the 'chiefs' are the ones that have the lowest concordance with the SERVIR standard, and there are even management positions where the inequality gaps are quite wide. Lack of clarity in the functions, absence of training and experience requirements, outdated profiles, etc., are identified as the most relevant in terms of non- compliance with the standard studied.
