Financiamiento y fortalecimiento de capacidades en gestión del proyecto instalación del servicio de agua potable y saneamiento en el centro poblado de Quistococha, San Juan Bautista, Loreto, periodo 2019 – 2022

Abstract
El objetivo de la investigación fue describir el comportamiento del aspecto financiero y de las capacidades de fortalecimiento ha tenido el proyecto Instalación del servicio de agua potable y saneamiento en el centro poblado de Quistococha, periodo 2019 – 2022. La población estuvo conformada por información histórica del Ministerio de Economía y Finanzas. El enfoque metodológico fue de tipo descriptivo, de diseño no experimental. En los resultados se determinó que, la región Loreto está recibiendo significativos montos de presupuesto para solucionar un grave problema de la población del ámbito rural, millones; S/.751.07 millones desde el año 2019, hasta el año 2022. Además, el gobierno a través del Ministerio de Vivienda y Construcción, aportó S/. 426.02 millones, y los gobiernos locales, S/. 314.28 millones, mientras que el gobierno regional, S/. 10.77 millones. Ambos tienen tendencia creciente. Está faltando eficiencia en el gasto, el acumulado que se ha dejado de ejecutar, S/. 178.11 millones, en los tres niveles de gobierno en estos años. Además, para que la población reciba el servicio básico es cerca de siete años, tiempo muy largo en un sector crítico. A ello se agregan, las modificaciones significativas, en este caso el incremento fue cerca de la cuarta parte, el 23,49% de lo aprobado. Un tema de mucho beneficio es el presupuesto que se ha asignado para la comunicación y educación sanitaria, 2.1% del total presupuestado, y a su vez para la capacitación en la gestión operativa del servicio.
The objective of the research was to describe the behavior of the financial aspect and the strengthening capacities of the project Installation of the drinking water and sanitation service in the town center of Quistococha, period 2019 - 2022. The population was made up of historical information from the Ministry of Economy and Finance. The methodological approach was descriptive, non-experimental in design. The results determined that the Loreto region is receiving significant budget amounts to solve a serious problem of the rural population, millions; S/.751.07 million from 2019 to 2022. In addition, the government, through the Ministry of Housing and Construction, contributed S/. 426.02 million, and local governments, S/. 314.28 million, while the regional government, S/. 10.77 million. Both have an increasing trend. There is a lack of efficiency in spending, the accumulated amount that has stopped being executed, S/. 178.11 million, at the three levels of government in these years. Furthermore, it takes about seven years for the population to receive the basic service, a very long time in a critical sector. Added to this are significant modifications, in this case the increase was close to a quarter, 23.49% of what was approved. An issue of great benefit is the budget that has been allocated for communication and health education, 2.1% of the total budget, and in turn for training in the operational management of the service.
