Abstract
El problema general está en la relación entre la emanda poblacional y financiamiento del sistema de referencias y contrarreferencia de la salud individual en el departamento Loreto, periodo 2019 – 2023. Loreto está perdiendo en participación en el contexto nacional, 3,370% en el 2019 y 3,362% en el 2023, por la baja tasa de crecimiento promedio anual, 0,725%, y con énfasis en el grupo hasta 17 años, -1,101%. Los grupos de hombres y mujeres muestran reducido crecimiento, con tasa promedio anual, 0,612% y 0,844% respectivamente. En el financiamiento del gasto público en salud individual, el comportamiento fue distinto, ha ocurrido alto crecimiento, S/ 15,815 millones en el 2019 a S/ 309,895 millones en el 2019, situación impacta en su mayor tamaño de participación, 2,793% en el 2019 al 3,879% en el 2023. Los tres grupos funcionales presentan crecimiento en términos monetarios. Sobre las fuentes de financiamiento, el principal es Recursos ordinarios, y en menor proporción donaciones y transferencias, 351,96%.
The general problem lies in the relationship between the population demand and the financing of the individual health referral and counter-referral system in the Loreto department, period 2019 – 2023. Loreto is losing participation in the national context, 3.370% in 2019 and 3.362% in 2023, due to the low average annual growth rate of 0.725%, with a focus on the age group up to 17 years, -1.101%. The groups of men and women show reduced growth, with an average annual rate of 0.612% and 0.844% respectively. In the financing of public spending on individual health, the behavior was different; there has been high growth, from S/ 15,815 million in 2019 to S/ 309,895 million in 2023. This situation impacts its larger share, increasing from 2,793% in 2019 to 3,879% in 2023. The three functional groups show growth in monetary terms. Regarding the sources of financing, the main one is Ordinary Resources, with donations and transfers being less significant, at 351.96%
